We are pleased to announce to you that in our continuing effort to enhance your shareholder services, we have appointed BNY Mellon Investor Services ("BNY Mellon") to serve as Transfer Agent and Registrar for EMC Corporation effective February 4, 2008.

If you should need to contact the prior agent for any questions concerning transactions performed prior to February 4th, you may contact Computershare at 1-800-254-5196.

Effective February 4, 2008, you can take advantage of BNY Mellon's online services, Investor ServiceDirect, which offers you a secure online access to your portfolio of holdings 24 hours a day, seven days a week. To establish an online account, you will need to follow these steps:

Step 1:

Go to www.melloninvestor.com/isd

• Enter your 12-digit Investor ID in the Establish PIN Box within the Activate Your Account section. You will be directed to Authenticate your Identity online by answering a series of questions. Click Establish PIN.

Alternatively, you may elect to receive an authentication number via U.S. Mail. If you choose this method, we will mail you an Authentication Number that is required to complete your Web account activation.

Step 2:

• To establish your PIN, enter a 6 to 15-digit PIN of your choice, re-enter your PIN and click Submit. We will mail you a PIN confirmation letter.

When you receive your Authentication Number, return to the ISD Login page and enter your Investor ID and PIN. You will then be prompted to enter your Authentication Number. This is a one-time account activation process. Only your Investor ID and PIN will be required for future visits.

BNY Mellon will also administer the Direct Registration System Program (DRS) that EMC has now established for shareholders. DRS allows you to own, record and transfer your investment without the necessity of having physical stock certificates. Physical stock certificates will, however, continue to be available upon request. Information and features of the program such as depositing your physical certificates for safekeeping and selling your shares have been mailed to all registered shareholders.

As you may know, The Bank of New York and Mellon Financial Corporation merged effective July 1, 2007, with the combined organization's Transfer Agency business now known as BNY Mellon Shareowner Services. In the upcoming months as the two organizations complete the Merger process, the new BNY Mellon Shareowner Services name will be reflected on all communications.

The appointment of BNY Mellon will not affect your holdings of EMC Corporation Common Stock in any way; however, you will have a new account number, shown as your Investor ID, mailed to you. Please keep a record of your Investor ID for future reference.
